The Swedish Fund Selection Agency, FTN, gives notice of the procurement of actively managed Swedish and European small-cap funds
Today, 29 April 2025, the Swedish Fund Selection Agency, FTN, announces the procurement of actively managed Swedish small-cap equity funds and actively managed European small-cap equity funds. The procurement covers approximately SEK 46 billion and affects approximately 334,000 premium pension savers*.
Currently, 14 actively managed Swedish small-cap funds, with a capital of around SEK 40 billion, are listed on the fund platform. The European small-cap category comprises five funds with approximately SEK 6 billion in capital. Around 334,000 premium pension savers have funds in the categories that will now be procured. The Swedish Fund Selection Agency intends to procure 10 Swedish small-cap funds and four European small-cap funds.
The fund agreements for the affiliated funds affected by the procurements will be terminated. However, the funds will be available for trading on the platform until the procurement is finalised, and the funds awarded fund contracts will replace the affiliated funds.
"Investing in smaller companies generally involves higher risk but has also yielded high returns in the long term. FTN deem that these two categories are suitable for the premium pension fund platform and that they contribute to the freedom of choice for savers," says Erik Fransson, Executive Director of the Swedish Fund Selection Agency.
Tenders must be complete
The notice of procurement today, 29 April 2025, means that fund managers can submit tenders that must be received by the Swedish Fund Selection Agency no later than 16 June 2025 via the digital procurement platform, e-Avrop. Participation requires payment of a tender fee, which must be paid at the latest when the tender is submitted.
For a tender to be evaluated by FTN, the fund and the fund manager must fulfil the requirements of the specific procurement and the requirements for entering into a fund agreement with FTN, in addition to the completeness and accuracy of the tender submitted.
To ensure that all potential tenderers are treated equally, no information relating to the procurement will be shared separately with individual tenderers.

Please note that documents received by an authority, such as tenders, are public documents and may therefore be disclosed in their entirety if someone requests access to them. However, information protected by confidentiality is not disclosed. It is therefore important that the fund manager clarifies which parts of the material submitted in the tender should be covered by confidentiality and describes in what way the fund manager would suffer harm if the information were disclosed. However, FTN will make an independent confidentiality assessment, which in turn may ultimately be reviewed by a court.
