Access to public documents

Anyone may request access to a public document that is held by, received or created by a public authority, such as the Swedish Fund Selection Agency.

The principle of public access to information is a fundamental principle in Sweden’s form of government. One of the fundamental laws, the Freedom of the Press Act, includes provisions on the right to access official documents.

The fact that a document is official does not necessarily mean that the document is publicly accessible. The document may also be wholly or partly classified, for example, information contained in or relating to tenders in ongoing or finalised procurements. This is regulated in the Public Access to Information and Secrecy Act (2009:400)

Requesting access to a public document

When processing the request, the authority has a duty to assist, meaning it must provide the help necessary for individuals to safeguard their interests. This may mean, for example, providing information about which public documents exist in a particular case. The assessment of a request for access to a public document must be carried out promptly.

To request copies of public documents, or to ask questions regarding the disclosure of public documents, initial contact should be made via registrator@ftn.se, or by calling the switchboard at 010-459 85 00 (to the Swedish Pensions Agency). If you wish to remain anonymous, please inform the Swedish Fund Selection Agency when submitting your request.

Public procurement documents

During an authority's procurement process, strict confidentiality applies to information relating to tenders. Strict confidentiality means that no information relating to any tenders may be disclosed and applies until an award decision has been made or the procurement has been cancelled.

The Act (2022:760) on the Procurement of Funds for the Premium Pension Fund Platform states that the Swedish Fund Selection Agency shall document the procurement process. Once an award decision has been made public by the Swedish Fund Selection Agency in a procurement, a Procurement Report is therefore published on the Swedish Fund Selection Agency's website, ftn.se, containing information about the tenders received, the procurement process and the winning tenders.

In addition to the report, it is possible to request access to other documents in the procurement, such as submitted tender documents. Please note that tender documents may be extensive and may contain information about individuals’ business and operational conditions that is subject to confidentiality. Such information, as well as other content that may be classified for reasons of

confidentiality, will be redacted in accordance with the Public Access to Information and Secrecy Act before disclosure.

Fees

You have the right to inspect documents free of charge on site at the authority and request copies. When paper copies of public documents are provided, a fee is charged in accordance with the Ordinance on Fees and Charges (1992:191). Nine pages are free, thereafter the fee for the tenth page is SEK 50 and for each page beyond that the fee is SEK 2. Any postage or advance payment will be added. Documents containing personal data and classified information are provided in paper format only. Only certain documents are released electronically by the Swedish Fund Selection Agency, and specific fee regulations apply in such cases.
